In Australia, the minimum legal height for normal conduct of aerobatics is 3000’AGL. For justifiable reasons – such as competition or display aerobatics – there is a process for getting CASA approval to conduct aerobatics below 3000’.
This involves training and being issued a Flight Activity Endorsement. This can be now be done by any instructor who both has the endorsement themselves and also has any relevant teaching approval for it.
